Brief description of project:
Pilot model water was conducted in two towns Lim - Bac Ninh and Minh Duc Town, Hai Phong in the form: DBL: Design - Build - Operate Lease. This new model is being implemented on a pilot basis: only 1 bidder will be involved from the design stage, and then construction and then management and operation. Pilot on the purpose of reducing waste between design and actual operation. The contractor will determine the size and demand of local water supply. Therefore, the water factory will meet and match local needs.
To rate strength and weaknesse points of the model in the following area: Social, financial, technical and institutional. Comparing the efficiency of investment and management models between model DBL: Design - Build - Operate Lease (because only one bidder made) with D + B and more than 1 DB by contractors perform.

The objective job performance: Evaluate the pilot model water level in 2 towns (DBL), Compared with the model D + B and DB ago.
