Final survey of 4 Clean Water Supply and Rural Sanitation Companies at Thai Binh, Ninh Binh, Nam Dinh, Hai Duong provinces

Approaching method coporation RWSS is considered as a major concern of the government organizations, donors and department partners. The experienced lessons learned will be disseminated to water supply and rural sanitation partners.

 In order to implement the final Report, identify the experienced lessons archived and the matters related to RWSS department policy and the instituion and law changes in department, Adcom has been organizing survey in 4 provinces Dinh, Ninh Binh, Thai Binh, Hai Duong at phase 1 of the project.

1. Surveying Content:

·                     Model of  Management after investment (Joint Stock, state, Ltd.one member, cooperative

·                     Business management method (assignment to water stations or centralized management )

·                     Water cost and market mechanism (the relationship between corporation and province about water price, between price and affordability of people ...);

·                     Expansion business lines according to market demand (such as bottled water, pure water for the hospital ...);

·                     Difficulties and advantages of this Joint Stock company from the water supply company state in the metropolitan ...

·                     The operation and maintenance of water supply system

·                     Surveying after  capacity enhance activities carried out in 4 provinces.

2. Method and survey object: 

* Qualitative Survey:

·                     JSC Water and water supply and sanitation’s director

·                     Water factory / water station’s manager

·                     Representative of Commune level shareholder

* Quantitative Survey:

·                     All staff in the company have been training to enhance the capacity by Adcom

·                     Operation and maintenance workers at the water factory

·                     Representiative of Commune Level Shareholders 

3. Estimated time

·                     On 21-22/5/2013: Survey in Thai Binh

·                     On 22-23/5/2013: Survey in Ninh Binh

·                     On 23-24/5/2013: Survey in Nam Dinh

·                     On 27-28/5/2013: Survey in Hai Duong.
